Protected Species and Biological AssessmentECA has completed hundreds of protected species evaluations for state and federal projects subject to National Environmental Policy Act (NEPA) and State Environmental Policy Act (SEPA) requirements. Typically, a routine evaluation of a project site will yield a finding that protected species are not at issue. Documentation of such findings, including topographic maps, site plans, aerial photographs, site photographs, species lists, habitat requirements, and other supporting documentation is typically submitted to the U. S. Fish and Wildlife Service and/or the State equivalent office to obtain an agency concurrence with such findings. In some instances, protected species are identified as an issue, either through observations of evidence that a particular species inhabits a project area, or more commonly, that possible suitable habitat is present on a project site. When habitat conditions are suitable for protected species, a more detailed report, a Biological Assessment is completed. A Biological Assessment may include detailed surveys of the project site, often during specific times of the year to coincide with vegetative or flowering stages in protected plants or migration or life cycle patterns of protected animals.
