Threatened and Endangered Species Surveys and Consultation

State- and federally funded or permitted projects often require evaluation of potential effects on threatened and endangered species. These effects are assessed through a combination of desktop review, habitat evaluations, and project analysis, followed, where appropriate, by species-specific field surveys to confirm the presence of suitable habitat or protected species and to support accurate effects determinations.

When potential impacts are identified, ECA facilitates coordination and consultation with the U.S. Fish and Wildlife Service (USFWS) under Section 7 of the Endangered Species Act (ESA), as well as with applicable state wildlife agencies. Our team applies current regulatory guidance and works directly with agencies to ensure compliance with federal and state species protection requirements and in accordance with current consultation frameworks.

ECA supports the full consultation process, including preparation of technical documentation, development of avoidance and minimization measures, and identification of mitigation strategies where necessary. We work closely with clients to balance regulatory requirements with project objectives, helping to maintain schedules while reducing risk.

ECA’s experienced biologists have conducted thousands of habitat assessments, species surveys, and consultations across the United States. Our strong working relationships with USFWS field offices and state agencies enable efficient coordination and informed, practical solutions for complex regulatory challenges.
